SAVE THE PENINSULA COALITION

SAVE THE PENINSULA was a coalition of individuals and groups in Frisco and Summit County
that worked to place the following initiative on the November 5, 2002 ballot.
The initiative passed by two-to-one at the election forbidding a golf course from being planned,
designed, developed, built, constructed or allowed on the Frisco Peninsula.
We fought to save the Frisco Nordic Center, irreplaceable close-in open space, important hiking
and mountain biking trails, the environment, wildlife of the peninsula, millions gallons of water
per year, the water quality of the lake and the financial security of Frisco taxpayers.

The initiative was titled TOWN OF FRISCO INITIATED QUESTION 200.

Text of the Initiative:

Summary: This ordinance would prohibit a golf course, including structures, infrastructure, hard-surface pathways and any alteration of the terrain or vegetation as a part of such golf course, from being planned, designed, developed, built, constructed or allowed on that property variously known as the Peninsula, Frisco Bay Peninsula, or the Frisco Peninsula Recreation Area. The prohibition would not apply to “frisbee golf.”

BE IT ENACTED BY THE PEOPLE OF THE TOWN OF FRISCO:

WHEREAS, land known as the Frisco Peninsula, South Frisco Bay Peninsula or Frisco Peninsula Recreation Area (hereinafter referred to as “the Peninsula”) was acquired by the Town of Frisco for the purpose of recreational uses for the general public and is currently used for Frisco’s Nordic Center; and

WHEREAS, construction of a golf course will alter the character of Frisco’s Nordic Center; forever change the natural appearance of the area; pollute the water of Lake Dillon; have impacts to the environment, wildlife, the existing trees and native plant species; cause the majority of the area to become closed to those who are not golfers; forever change valuable and very important close-in public open space; and

WHEREAS, the citizens of the Town of Frisco voted in an election not to expend funds to design or construct a golf course on the Peninsula, expressing the will of the people that the Peninsula should not be used for a golf course, and now the Frisco town government is spending funds to plan or otherwise taking steps to enable development of a golf course on the Peninsula; and

WHEREAS, a golf course on the peninsula may impose a financial risk to the people of Frisco.

NOW, THEREFORE, BE IT ENACTED BY THE TOWN OF FRISCO THAT:

 1. A golf course shall not be planned, designed, developed, built, constructed or allowed on the area known as the Peninsula, Frisco Bay Peninsula, or the Frisco Peninsula Recreation Area.

 2. In connection with a golf course, no structures, infrastructure, hard surface pathways, or any alteration of the terrain or vegetation shall be planned, designed, developed, built, constructed or allowed on the area known as the Peninsula, Frisco Bay Peninsula, or the Frisco Peninsula Recreation Area.

 3.  As used in this ordinance, “golf course” shall mean the game of golf as traditionally played with golf clubs and shall not be construed to include the game commonly referred to as “frisbee golf.”
